Frequently Asked Questions about the GRAS Grant Scheme

1: What does the bank statement requirement mean?

This requirement confirms that OCS does have an active bank account.

2: Can one OCD apply with more than one project proposal?

No. OCD can apply only with one project proposal/idea

3: Is it allowed that one OCD to apply along with another partner organization?


4: Can contribution in kind be included as a part of co-financing?

No. In-kind contributions cannot be included as a part of organizational co-financing

5: Is implementing projects in partnership with local public institutions allowed in this call?

Implementation of projects in partnership with public institutions, whether local or central, with media and other institutions, is allowed and encouraged within this call.

6: Will organizations with long experience in fields relevant to the proposed project be penalized because of their experience?

GRAS Grant Scheme aims at supporting grassroots organizations that are defined as “Self-organized groups of individuals pursuing common interests through a voluntary and non-profit organization” and no organization that meets the criteria of this definition will be penalized because of its long experience in certain areas that are supported by this call.

7: Are non-formal groups eligible to apply for these grants?

The criteria set out in the call specify that all “local CSOs registered in Kosovo” are eligible to apply regardless of their registration form, whether it be as an association or foundation. In this regard, it is a condition that they are registered with the NGO registration division in the Ministry of Public Administration and be able to support this with the relevant documentation.

8: If the amount awarded by this grant is not sufficient for covering all project costs, is the organization allowed to finance project activities from any other granting scheme?

For the proposed project, co-financing from another scheme is allowed as long as co-financing sources do not come from EU funds, either directly or indirectly.

9: When will the organizations be notified about the results of their grant application?

Organizations will be notified about the status of their application at the latest during the second week of January 2020.

10: When should the project implementation begin?

Contracts with the grantees will be signed during the beginning of February 2020, and project implementation can begin immediately after the contract is signed.

11: When is the latest time for the implementation of projects funded by this scheme to be concluded?

The projects which will be financed through this grant scheme should be implemented during a six-month period, therefore the final date for the project to be concluded is 31 July 2020.

12: Is the application with activities that are addition or continuation of an existing project allowed?

The proposed activities can be a continuation of existing commitments, as long as they are consistent with the purpose and specific fields of intervention of this call. However, it should be considered that project  proposals for this call are NOT a mere repetition of previous projects; this means that the proposal to be eligible shall be a) a different initiative in scope, objective, activities; b) a similar initiative in a different context (e.g. another school, municipality, etc) on the basis of results achieved during the first round.

13: Can the promotion of non-violence culture be accepted as an eligible topic within the thematic area ‘‘Culture and Cultural Heritage in local level’’?

Any activity that falls under any of the three following thematic areas is acceptable:

  • Good Governance: Citizen Participation and Local Accountability
  • Social Justice: Socio-Economic Rights
  • Culture and Cultural Heritage at Local Level

14: What is the allowed cost of staff expenditures as a percentage of the total budget of the project?

There are no established limits on the allowable amount of staff expenditure in the project as long as all costs are well justified and the proposal clearly demonstrates how they serve the objectives of the proposed project within this call.

15: Is the movement of funds within budget lines allowed?

Movement of funds within budget lines are allowed up to 25% as long as they do not move from direct project costs to the personnel section (salaries). Previous notice on the reallocation (movement) is needed.

16: Can the proposed project include competing activities such as sports and cultural competitions, etc.?

Competing activities can be included in the proposed project if in the proposal it is justified that these activities contribute to the achievement of the objectives of the project and this call.

17: Are organizations allowed to submit invoices in which VAT is included?

Value Added Tax (VAT) is not an eligible cost for this call and is therefore not covered by the funds received by the project implementing organization.

In accordance with Article 5, paragraph 5, sub-paragraph 5.4 of Administrative Instruction no. 03/2015 for implementation of Law no. 05 / L-037 on Value Added Tax, non-for-profit organizations are exempt from VAT if they generate income from funds, grants and donations. The project implementer, in this case, must provide evidence that the purchased goods/services are funded from the donation income so that the supplier of the goods/services will invoice them without VAT.

In the case when the project implementer fails to provide VAT-exempt invoices by the supplier of the goods/services for whatever reason, then the project provider must pay the VAT on its own.

18: What procedure should organizations follow in order to obtain VAT-Exempt invoices?

According to Public Explanatory Decision no. 04/2016, issued by the General Director of Tax Administration of Kosovo, the supplier of goods/services, on the occasion of issuing invoices for projects funded from the proceeds of donations, the billing must be done without VAT, marking in the bill the reference to the article 33. Paragraph 3, subparagraph 3.1 of law no. 05 / L-37 on VAT.

19: What documents should be submitted for the purpose of confirming the organization’s annual turnover?

The annual turnover of an organization can be confirmed by an annual Corporate Tax Statement that is obtained at TAK after your organization’s declaration. This proof will be required only if your organization has been shortlisted as a potential beneficiary.

20: Does the thematic area of “Promotion of Culture and Cultural Heritage in local level’ cover activities that are mainly focused on advocacy and lobbying?

Yes. Advocacy and lobbying are among the types of activities covered by this call, and any activity of this nature that falls under one of the three thematic areas: 1)Good Governance: Citizen Participation and Local Accountability, 2) Social Justice: Socio-Economic Rights, 3)Promotion of Culture and Cultural Heritage at Local Level is eligible.

21: Are new organizations that have been registered recently and that have not yet implemented any project eligible to apply?

This call has no restriction on the establishment period of the organization. Therefore, the only requirement is that they are registered and be able to provide the documents proving this registration.
